Tips and Tricks: Getting Through to California’s EDD, Sanity in Tact

insanity-006rBack in January, I posted Thanks to the EDD, I’m Slowly Losing My Mind.

It chronicled my infuriating experience with California’s unemployment office. I shared my frustration at not being sent my first unemployment check two months after filing my claim. I highlighted my disbelief at being told to call a 1-800 number, then spending weeks dialing it in vain.

And I soon came to realize I wasn’t alone.

Comment after comment, readers shared their own stories. They gave tips and tricks for getting past the automated phone system. They laughed at the preposterousness of the situation (and probably cried quietly to themselves). Six months later, the comments section of that post is still alive and kicking.

So if you find yourself jobless, checkless and at the wrong end of an EDD phone call, we’ve got you covered.

Here’s what we’ve learned from our community since the story went live:

  • Keep your resume with CalJobs up to date.
  • You did know you needed to post your resume on CalJobs, right?
  • Make sure you fill out both columns on the right hand side of the form (some people, I’m told, overlook one of the columns; alright fine, it was me, but the lady on the phone assured me it happens a lot)
  • Make photocopies of your claim form, in case you make a mistake on one or in case they stop sending them to you.
  • Make sure the check boxes are dark. Form is read by computers.
  • There is no unemployment office in California, at least no office that allows you to speak to an adviser face-to-face. All contact is by phone, mail and email. But mostly it’s by Scantron sheets from the late 70s.
  • If you’re unlucky enough to have to call them (lost form, problem on form, etc), dial 12117 as soon as you hear “welcome”. Our readers swear by it.
  • Still can’t get through? Try the Vietnamese line: 1-800-547-2058. It’s got less traffic than the other lines and the person who picks up will be bilingual, and will have to speak to you in English. I know at least two people who this worked for.
  • Calling 223 times in one day is not unusual, and no guarantee you will get through.
  • Still can’t get through by phone? Go here, and send them a message. You’ll receive a reference number by email. Keep it!
  • They don’t have downloadable bi-weekly claim forms online. That would be too efficient. But you can request to have a new one sent to you. Go here. Click on “select category” >Unemployment Insurance Benefits>Select Topic>Claim Form-Need Replacement Form.
  • Stay on top of them like “you’re managing a bunch of kindergartners”

    Thanks to you all for your comments. I’m still concerned though.

    I received a letter dated February 19, 2010, saying my federal extension was approved and I would be receiving claim forms in the mail. After waiting until March 5 or so and not getting them, I sent an email to EDD asking where they were. The reply dated March 11 said they had mailed them out on that same day covering four weeks ending March 6. I waited until March 19 to email them again, using the reference number they told me to use asking to double check as the post office told me that it shouldn’t take more than four days to get from Sacramento to Escondido. I still haven’t received a reply. Am I panicking for no reason or is there something very wrong here?

    I am going through the appeal process. I have got a date set up and it is just around the corner. I have many concern regarding this matter. has anyone gone through the appeal process in California? Do you have any tips on how should I present my case to the law judge? After several months of receiving benefits my claim was stopped and denied simply because I made a mistake and filled out a new claim application instead of simply waiting for the extension to become available. Now EDD claims I owe them all the money I had received initially. Can anyone help me with this, what should I do, my hearing is in two days.

    My previous post:

    I received a letter dated February 19, 2010, saying my federal extension was approved and I would be receiving claim forms in the mail.     So I got a reply this morning, March 23 saying it will be mailed and to allow enough time for delivery. Now that’s really encouraging! Yeah, sure.

    I found an old CONTINUED CLAIM form that I didn’t use for bringing my claim up-to-date for weeks ending 8/1/09. Does anybody know if I can make copies of this form and change the dates so I can get a check without being disqualified for “cheating”? ;)

    Advice from anyone with experiences with this issue will be appreciated greatly.

    Rex, not a good idea to change the dates on the claim form. if you do your claim will stop and they may schedule you to a telephone interview. they will mail you the late forms, eventually, and catch you up. when they file the extensions you get placed in a waiting line, essentially, because someone has to review the claim before the forms are mailed. once they get mailed you should be ok, patience…..

    So i called today and they finally said that they sent my check(s) yesterday. hopefully ill get em today or tomorrow! i wonder how long it would have taken if i hadn’t called? maybe forever…

    You are right! It may have taken weeks longer. Which already seems like forever for us.

    Maybe someone can help. I am in California and am dealing with EDD hell. The last unemployment check I received was on 12-04-09 and there was no continued claim form included. I looked on the EDD web site and it said “News and Announcements
    Notice about some mid-December unemployment extension claim forms
    EDD has identified an issue whereby some claimants who received checks for the week(s) ending December 19, 2009, on some unemployment extension claims did not receive the next two-week continued claim form attached to that check. We are identifying those individuals who should have received claim forms and will automatically mail the next claim forms as soon as possible. There is no need to contact EDD at this time. We apologize for any inconvenience or confusion that this may have caused and we are working to ensure the issue is fully resolved.” I found this web site yesterday and took the tip to request a new claim form. This is there response.

    Now I know from the web that in California the U/I benefits run for 99 weeks. I am maybe half way there. I look for work like its a full time job (no success yet) I call the stupid 800# many times daily and have never gotten through to anyone. There is no office I can walk into to get help. If no one has any ideas I guess my next move is to try to call the Vietnamese line: 1-800-547-2058 (tip from this page, THANKS)

    I really don’t understand why its so difficult. I have read many other blogs on this subject and very few people have gotten through to a live person and when they have they were told to please be patient you should receive your check soon. I have also learned that in mid may the EDD president quit and left a hell of a mess. One guy suggested to write to your Senator, Congressman and Governor. He didn’t get help there either.

    Any ideas are greatly appreciated.

    the “Senators” give form letters by mail to their constituents with meaningless nonsense, and PR jibber-jabber regarding EDD. The EDD director quit, and the state is broke. Now, they have coppers (armed tax men) going around ticketing everyone for everything to drum-up money for the anemic state. good luck to all…. keep paying taxes for…?!?!?

    Mr. Foster perhaps this may help you…from what you have listed above your claim expired which is to say your time frame (52 weeks) that the original claim was filed, has ended. normally, the good folks at the edd should have filed you a new claim, especially if you have not worked in that time frame, but since they did not they are not inclined to file an extension until the issue of the expired claim is resolved. even if you were receiving benefits on an extension, once the benefit year ends (that 52 week period), they require you to file new claim. A flag on your claim will show that you cannot proceed until the issue of filing a new claim is resolved. call the viet line and ask to file a claim. what they may find is that your claim expired, you should be on an extension so they should back date it accordingly. you should not need a telephone interview because it is their fault for not filing the next claim for you. you can file a new claim on-line, but the problem is that they may not automatically backdate it so that you receive compensation due. so you want to make sure the new claim is filed (if you did not work then the claim may be invalid) which will then allow you file the next extended claim. if you worked sometime in the new base period, you may have a new claim (instead of an extension) and you will find you may have a lower weekly award. guess you will see what happens when you call. do not let them schedule you to a telephone interview. ask for a manager if they want to schedule you. good luck.

    On Jan 30 2010 I was sent a last check stating that I was eligible for an extension.
    It stated on the claim form that it would automatically done for me so I did not have to do anything. It is now March 26 and nothing has been sent to me. I am having to move out of the apt because Icannot wait to see if I will be mailed any help.
    I contacted them many times and they told me it was in the works. Then someone called and left a message and told me it had fallen through the cracks and to expect something within 10 days. She said IF I do not get something within 10 days to contact them. Pretty disconcerting because I have been waiting many “10 days” It is now 3 months and nothing.

    Alright I am currently on my last extension and have 2 months left at least on it. So I took a job today hoping it was going to work out but after thinking I realized the job was to far (to much gas money) and to little pay. So I am going to have to quit tomorrow. Will I still be able to receive my unemployment or am I going to be screwed. If so, how should i report it. I am going to tell them not to pay me for the day but if they say they are going to anyways what should I do. Your advice is needed ASAP. i have looked everywhere online and can’t find any answers.

    maybe the trillion dollar “healthcare” bill has some money for edd and its citizens to help them out
    during these severely poor economic times. surely, with all the taxes, fee, tickets, etc…. the government can help.its citizens.

    To Enwise, not wise to quit. Whether you get paid or not is not the point. If you had a job and quit you have to show good cause. That means your cliam will stop when you report on the claim form you quit. You will have a telephone appointment (look at 3-4 weeks down the line) and then you can explain the circumstances why you left the job. You should start looking for another job asap.

    I’m in the middle of the 2nd extension and I got a “Notice Of Determination Of Invalid Claim, Section 1277″ letter. I think because the expiration date of the original claim is 4-02-10. It says my claim is invalid because I didn’t earn any money while I was getting unemployment. But it also says “This Determination Does Not Affect Your Claim For Extended Benefits”. They enclosed an appeal form to fill out. When I appeal the determination can I just state that I am still looking for work and I still need benefits from the 2nd extension?

    Mike, you do not need to appeal because you have an invalid claim. if you did not work and have no income to start a new claim, you will automatically go on the extension. if you appeal, then you may be delaying your extension because you are telling the EDD that you think you actually have a valid claim and don’t need to have an extension. the 1277 letter is the EDD informing you that you will go on the extension since you have no new valid claim. now you just wait for the next claim forms to be mailed to you.

    thanks Ron. The letter is totally worded wrong. It seems like they are trying to scare you on purpose. thats kinda sadistic. I am sure 99.9% of everybody receiving UI benefits would rather be working and are constantly looking for employment. I know I am

    EDD filed a new claim for me (thank God) and I received the benefit award letter. but the weekly benefit amount has decreased. Is this normal? I thought since I am on the second extension the amount should be the same :-(

    Question: My regular claim expires 7/3/10

    I am currently on my first extension and with congress dragging their feet this past month should seamlessly qualify for my second extension. However, with the last day to file for the new extension being June 2nd would that mean that I would receive those extended benefits for only 1 month at which time I would have to file a new claim?

    The earnings for the base period would be approximately $2400 which would mean that my weekly benefit amount would be reduced from $361 to like, $92.

    Am I understanding how “filing a new claim” works? Once July 3, 2010 rolls around my current tier or extension would be suspended and I would be forced to file a new claim based on the reduced income?

    For real?

    The economy collapsed. Unemployment skyrocketed. That means that they started getting literally millions and millions more calls than they are equipped to get. “Hire more people!” you say, and they did, and still are – the call center in Oakland is hiring 15 people right now and I’m sure they’re not alone. “Do something else!” you might say, and they did; they set up the check information line (866-333-4606) which gets 500,000 calls a week.

    Sounds like a lot of calls, probably, until you realize that the main 1-800 number was getting SIX POINT NINE MILLION CALLS A WEEK in February of ’09. (What is that – an average of 1,380,000 calls every day, five days a week, many of which were people calling back over and over because they couldn’t get through because over a million freaking people were calling. I mean, that’s 15,333 calls an hour! That’s 2,555 calls a minute! and it’s not really averaged out in real life, so that’s some minutes with like a thousand calls, and some with five thousand or ten thousand, like during lunch….)

    By adding more people, and adding the option to email them, (which is not all that speedily or clearly answered either mind you), and adding the check information line, and generally kicking butt, they decreased the number of “attempted calls” by two-thirds over that year – this February it was down to 2.3 million A WEEK. That means a lot more people are getting through and just calling ten instead of thirty or fifty times. I actually saw someone get through on her first try the other week!

    And they got those call attempts decreased while MORE people were applying for unemployment. Twice as much is paid out overall by unemployment insurance now than a year ago, so the fact that it’s easier to get through now is nothing short of a miracle.

    Plus, keep in mind that WHILE all those unemployment insurance employees do about four times more work than they used to, they’re being paid 13.85% LESS than they used to – thanks to Arnold’s brilliant “furlough” idea. (Which will end up costing the state a ton of money, because he’s wasting all this money in court costs having one court after another tell him it’s illegal, until he eventually has to pay that 13.85% back. What saved money?)

    And if you’ve actually read through all of this, here’s a helpful treat: if you really can’t get through on the phones – even on Saturdays from 10-2, when most people don’t know they’re open – google your nearest One-Stop Career Center, call them, and ask them if they have EDD staff who can do “SPOC calls.” That’s not EDD as in unemployment – keep in mind that the EDD is also disability, taxes, and career centers – but even career center staff can get you through to an actual human being at an actual unemployment call center.

    Many career centers will only do it if you have tried contacting unemployment yourself and/or have “proof of hardship” (especially a three-day eviction notice or a shutoff notice from a utility) but give it a shot. (Some, like the Oakland and San Jose locations, are very generous and helpful with this stuff.)

    (For that matter, all these super-detailed questions people have about their claims and their checks and their appeals and whatnot? Don’t ask here! Call a one-stop career center and ask them! And keep in mind that about half of these questions can be answered by actually reading that little blue booklet that they sent you when your claim started, or the letters they sent you, or searching on the EDD website – even though the state uses language so bureaucratic as to be downright incoherent a lot of the time.)

    Hmm ok. I was just trying to avoid some of the catty comments that I have been seeing like the one directly above yours.

    What I was going to ask is this: Did you have to file a new claim upon completion of your first extension? If you have been unemployed for 20 months you shouldnt have any earnings within the appropriate base period so they won’t have anything to base the new claim on. From what I am reading you will likely have to file a claim if over 18 months but will revert back to the prior weekly allowance because the base period contains no earnings. *If* they force you to file a new claim they will likely deny it and then start payments again on the prior amount. From what I have read some people have to file a new claim others don’t.

    That being said Sandy, maybe you can shed some light on this question

    Hello Tammy:

    Thank you for your response. I understand your response regarding the person named “Anonymous”. He/she is partially correct about reading the information provided by EDD. However, there is an inconsistency in the information provided on the EDD website, the brochure, ASK EDD, and what I have been told by actual EDD employees. It appears that some of the EDD employees did not listen during training, but others listened very well in order to help us. The Internet site and the brochure do not take precedent over what an EDD claims employee processes. There are many EDD claims people. So, it is a gamble getting the right answers. The only thing that we all can do is live as frugally as possible, send the claim form to EDD on their specified date, send an email to ASK EDD, and continue job searching.

    You asked if I needed to file a new claim. To obtain the most accurate answer, I did two (2) things and received the following dichotomous results:

    1. Went to the nearest EDD office to speak with an EDD rep on the phone. That person said that I needed to reapply all over again. As a result of his application on my behalf, I later received a letter indicating that my claim was INVALID. That information proved to be false.

    (2) Send an email to ASK EDD. In this instance, the EDD rep wrote to me and indicated that my INVALID claim was not correct. That person reinstated me to complete the last payments in the 2nd extension. The discrepancy was that the claim had a specified end date, but there was still UI benefit money in that claim. So ASK EDD turned out to be accurate.

    As for the fact that I have been religiously searching for a job in my field for 20 months in my region, I do not know how this 3rd extension will play out. I will know more this Thursday when I receive my final 1-week check for this 2nd extension. Thank you very much for your input in your email above.

    As for your question to me, President Obama did, in fact, sign another extension into law. According to the EDD FAQ, your claim should automatically continue. But policy may not be accurately enacted by the EDD staff. I recommend that you send an email to ASK EDD and in about a week or less, you will receive a response regarding your extension. If you are really strapped for funds, go to the nearest EDD office in your region. With EDD, I have found that you must be the catalyst for help.

    Finally, continue to ferociously search for a job in your field even if you get a hundred “no responses” and “rejections’. This job market is fortunately not forever. It will loosen up.

    The person named “Anonymous” has some very good information and excellent insight into EDD. Look. As for our current situation and why EDD is so overloaded with work, it is NOT our current government that caused this economic crisis. It is the fault of former governments that gave CEOs the freedom to do anything they wanted to do. They allowed deregulation to prevail ever since Reagan started it. Here is an example of why EDD is so overloaded with work. In order to report higher profits for bonuses and profit sharing, Hewlett-Packard sent 7,000 of our American jobs to Costa Rica and other places outside the U.S. That’s only one example of what deregulation has done to us and why EDD is inundated with work.

    Also, what is the ONE STOP CAREER CENTER and who owns it?

    Sandy, the One Stop Centers aka Job Service offices are locations which comprise the EDD and local partners. They provide various in-house training like resume writing, phone banks to contact unemployment insurnace, and in some cases training from fed grants. http://www.edd.ca.gov/Jobs_and_Training/pubs/osfile.pdf Here is the list of the offices by county. In many offices the EDD staff would be able to answer general unemployment type questions, but the main purpose is to assist the job seeker, not necessarily the unemployed person trying to collect benefits. I’ve used them on occassion and when on UI, sent there for workhops as a requirement to collect my benefits.

    well i applied for unemployment and guess what??? the company i use to work for messed up on my ss# and my claim was 0 balance i man i got so mad when i finally got a hold of them and told them to fix it and now i have to wait for 14 more days till i get a check this suck cuz i have to pay rent bills and i cant find a job stupid companies that have such stupid accounting people makes me mas :( and sad

    Ethen: There is something that you can do about the problem caused by your last company. You must go online to the EDD website and send an email to ASK EDD. You will find a link for ASK EDD in the unemployment claim section. Tell EDD the problem with your company. Tell them that you have no money and need help. At the top of the email type “URGENT TO EDD” and they will respond quickly. You will need to wait about 1 week for a response, but I believe that your situation will be resolved sooner.

    I had something similar happen with me but with my previous employer they didn’t report my earnings at all. I got a claim award for $0 from EDD because they claimed I had no income. After many, many, call and e-mails I finally got it straightened out. I was laid off November 5, 2009 and applied for unemployment that same night. It took almost 2 weeks to get that $0 claim award from EDD and by time I finally got all of this straightened out and got my first check it was the beginning of January 2010. I hope they can this straightened out faster for you than they did for me.

    my claim expired on 4/10/10 with 700.00 left on my claim balance. i was granted my first extension which will be allowed on my regular claim dated 4/12/2009. the question i had was that i only recieved a check for 1 week that ended on 4/10/10. with my extension will i continue to receive the balance left on the original claim then my extension starts or is that 700.00 balance over with and i will start on the first extension. if any one else experience this please help..thanx

    I received a letter that my unemployment money has ran out to zero on my last job. I think this is my 3rd extension. I did work at one company for 24 yrs and paid into unemployment, when I was let go I collected for 6 months got a job alot less money and was let go after two years. I have been collecting unemployment from this job but I just received a letter and said my money has went to zero. Is there anything I can do now? I don’t understand why I can’t go back to my first job and collect from there since I paid into it for all those years, Can you please help me out what I can do

    Ron, To clarify, workers don’t pay in to unemployment. It was subsidized by taxing employers. The extensions are paid by the Fed.

    I have been unemployed for over a year and have occasionally had questions about my benefits. Like everyone else, I never had any luck getting through to someone at EDD on the phone. I also did not receive a response from filling out the online form on the EDD website. However, I was able to get my answers easily and quickly at the local One-Stop Career Center. If you don’t have one close by, call one with any questions and you will most likely get your answer(s) from them. You can find a list of all the Career Centers in the state on the EDD website.

    I received my final check for my first claim today but have not received any notice of eligibility for extension. My question: When do you receive the notice of extension, should it have arrived same day as final check or does it come after? No indication as to whether I am eligible or not was included, just a check and a blank top portion. Any ideas on what to do?

    Hey all, I wanted to repost a number that was at the beginning of the thread.

    I called 909-388-4661, and was immediately put on hold and then transferred to a REAL person, the first time! They tried to brush me off and tell me that my claim was not out of that office, but out of the San Francisco office, so they couldn’t access my information. I then insisted that they either give me a number for the San Fran office directly, or transfer me to someone that could help me, and they transferred me right away! All my issues were resolved within 15 minutes.

    I highly suggest calling that number!

    I took a part-time job that is going to finish soon, the problem is that the job is an on-called job. So far I have only worked for one day out of two weeks. I’m getting desperate. I don’t know if I should report it to EDD and let this job just end without working. Should I report just one day? If so, would my benefits end at that point? or should I just not report anything? Please Help!!!

    I got my last 6 week extension (4th extension) the day before yesterday. On the stub it said “your balance is $00. You are eligible for another extension. It will be automatically filed for you……. Today I received a letter stating that I was no longer eligible for extended benefits. I called EDD. I was told that I was no longer eligible for an extension. So I asked several times why I got a notice stating I was eligible for another extension, then got the uneligible letter today. They continued to interupt me and not answering my question, (I think this is taught in all government offices and corporations so they don’t have to answer you and attempt to make you look like a trouble maker). I was transfered here and there and told I was not eligible for an extension. No one could explain to me first I’m eligible, and then I’m not. Just kept interupting me and saying the same thing over and over.

    I asked how I could file an appeal. I was transferred to this “nice young lady,” who supposedly would tell me how to appeal this and get an answer about my question. She said I would get a letter in 4 or 5 days about my eligibility. I already have been told that I was eligible and then not eligible. How could her letter hold any credibility? In fact, she was supposed to tell me how I could file an appeal. She told me, “we have been very patient with you, and hung up.” Who teaches them this insanity? This insane manipulation like you are crazy for asking them a reasonable question.

    I have also wasted time, about a year, with the highly publicized “Career Centers.” What a joke that is. I think this is another ploy to mess with you. I finally took out a student loan at a college a couple of months ago. So if I still don’t get a job, I guess it will be bankruptcy for sure.

    I feel so badly for all of the people that have worked for so many years only to lose everything they worked for and be thrown into the dinasour pit. I have been fighting depression for what seems like a long time, and hanging on with white knuckles as I know so many of you have been doing. I have a place to live right now, but I guess not having a home right now seems like a blessing. How can people keep their sanity, losing homes, living out of cars? Maybe I have lived too long and am so saddened what greed has done to us.

    So… they have owed me my last check for 4 months now…. yes, I’ve gotten the 10 day thing for 4 months worth of Emails to EDD…

    Question… can I sue them in court? Can I be heard by a EDD judge?

    Any ideas guys????

    Stephen, no. But call them and tell them your utilities are in danger of being cut off and or you are facing eviction. they will normally transfer you to a special department that can expedite the check if you fax them a disconnect notice or what ever you agree you can provide.
